Overview
Documentation on default release process.

The tool is currently read-only. As editing/release features are developed, this section will be updated.
The release process will involve five parts
- Creating a "project" - done for each "content project" and defines the scope of work.
- Starting an editing/release cycle - indicates when editing for the next "major" release began - useful for reporting/QA
- Begin a release - Perform QA and ensure the state of the content is "release ready" (this can be done iteratively as needed)
- Perform a release - Generate the publication files (this can be done iteratively as needed) and perform final QA
- Finish a release - Mark "ready for publication" content as "published", and finalize the release - should only be run when a release is known to be finished and ready.
